APPI amendments tightened sharing rules. Cookie and advertising programs still need a clear, Japan-specific story.

Japan’s Act on the Protection of Personal Information has been amended several times to address data breaches, foreign transfers, and “personally referable information” used in advertising.
Even where a classic GDPR-style cookie wall is not copied verbatim, transparency and user choice are now expected by partners, platforms, and customers.
What to implement
Offer a preference center in Japanese, document third-party sharing, and keep a record of opt-outs. A CMP keeps that record aligned with tag firing on .jp properties.
