PIPEDA’s “meaningful consent” guidance focuses on what a reasonable person would understand about the nature, purpose, and consequences of collection. Buried purposes in a 4,000-word policy fail that test.
Quebec’s Law 25 adds stricter consent, privacy impact assessments, and biometric rules. National brands often need a CMP that can vary notices by province without forking the entire stack.
Design for understanding
Layered notices, plain language, and purpose-level toggles help more than a single “I agree.” Keep evidence of what was shown, in which language, at the time of the choice.
